Serene Low is an Executive from Singapore Prison Service (SPS) Community Corrections Policy and Planning team. She oversees the Volunteer Case Officer (VCO) scheme, where trained volunteers provide case management and prosocial support to supervisees on community supervision programmes. Since its launch in February 2023, the scheme has successfully grown to about 200 volunteers, significantly forwarding SPS's efforts in community corrections. As part of volunteer management, Serene partners a dynamic staff team which strengthens volunteers' capabilities through structured training, warm engagement and evaluation of the scheme. The VCO scheme received the SPS Commissioner of Prisons Award (Team) in 2024.
