Dr. Nieva is an Associate Professor in the Department of Health Policy and Administration at the University of the Philippines Manila- College of Public Health. He is a nurse, health social scientist, policy analyst, and qualitative researcher. He is a Policy Communication Fellow of the Population Reference Bureau. His main fields of interest include politics of health, health and social policy, evidence-to-policy translation, local health system development, and prison health. Before joining the University of the Philippines- Manila, he was a lecturer and researcher at the University of Otago. His PhD research project examines prison governance and the impacts of institutional practices on the experiences of women accessing reproductive health care in a Philippine women’s prison. He is the author of two book chapters, Pregnancy, Motherhood, and Family: Stories Behind Bars (2023; Emerald Publishing) and Reproductive wellbeing in a Philippine women’s prison: Lived experiences, institutional barriers, and social networks (2024; Palgrave MacMillan).

He has been a policy research consultant (primary/co-investigator) on projects funded by the Zuellig Family Foundation, UNFPA PH, ADB, PCHRD, the Health Research Council of New Zealand, and the University of Otago. Before pursuing a PhD, he worked as a policy research and advocacy officer for the Zuellig Family Foundation, where he led the policy research projects on reproductive governance, maternal and child health, and local health systems development.
