Mr. Watanabe started his career in the community corrections field in 1997 and is currently working for the Rehabilitation Bureau of the Ministry of Justice of Japan. During his career, he served as a probation officer for nine years, as a professor at the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) for four years, as an officer at the Research and Training Institute of the Ministry of Justice for four years, and as a public prosecutor’s assistant officer for two years.
As a probation officer, Mr. Watanabe worked in several probation offices and conducted several specialized treatment programs for supervisees with specific treatment needs, for instance, illicit drug users and sex offenders, and he also handled cases involving probation and parole violations and other measures to address bad conduct.
As a UNAFEI professor, he delivered lectures on community corrections in Japan to criminal justice practitioners who participated in UNAFEI’s training courses and helped to develop participants’ understanding of the importance of community corrections. He also designed and conducted seminars to develop community corrections in Cambodia with the UNODC Regional Office in Bangkok.
