Training Programme: HRBA: Justice & Security Sector Reform – OJIR22

Now in its 17th year, this annual IHRN training programme aims at enhancing the skills of justice/security sector personnel, consultants, managers etc, in applying Human Rights-Based Approaches to Sector Reform. The programme is designed for people working with state or non-state institutions or undertaking Rule of law/Governance assignments (UN, EU, CoE, bi-lateral donors...) as well as justice/security sector personnel wishing to adapt their expertise for international consultancy work.
 
Knowledge & skills enhanced include:
 
  • The legal principles, policies & practice underpinning HRBA to justice/security sector reform
  • The relationship between the 'justice' and 'security' sectors, concepts such as 'rule of law', 'good governance', gender & Covid-19 issues etc
  • The inter-linkages between roles and institutions (justice/interior/security, law enforcement, judiciary, corrections/rehabilitation, formal/informal justice etc.) 
  • Human Rights Based needs assessment, programme design, implementation, M&E
  • Programming tools & checklists, benchmarks & indicators of human rights change
  • Case studies from national contexts & international field missions (including conflict, post-conflict transition)
  • Teamwork, advocacy, partnerships & international work opportunities in the sectors.
