Article 14: The Risk of Staying the Same: Evaluating Competing Futures in Correctional Change
https://doi.org/10.65264/LKCP5875
Correctional organizations are often required to change, but proposed change is frequently scrutinized more rigorously than the current state. This article argues that correctional leaders should evaluate competing futures: the future created by change and the future preserved by continuity. Drawing on practitioner experience and selected public-sector, behavioral decision-making, implementation, and correctional technology literature, it suggests that the status quo is often acknowledged as an option but not analyzed as a future scenario with costs, risks, opportunity costs, and accountability implications. Using the COVID-era challenge of replacing wet signatures and paper approvals as a practical example, the article proposes a decision lens that asks leaders to examine both change and continuity with comparable discipline, including ownership, implementation conditions, and value realization. The central question is not whether change is risky, but compared to what. It is written as a practice-informed viewpoint, not an empirical research study or comprehensive literature review.
