Correctional systems worldwide face increasing pressure to modernize infrastructure under conditions of fiscal constraint, overcrowding, and rising sustainability expectations. Prisons are continuous-operation institutions with intensive consumption of energy, water, and maintenance resources, making operational efficiency a central determinant of long-term public expenditure. This article analyzes sustainability-oriented infrastructure change in correctional systems as an implementation process. Rather than focusing on policy formulation, it examines how change emerges in practice, how it is operationalized at facility level, and how institutional conditions shape whether efficiency gains are sustained or diluted over time. Using Brazil as a case context, the study examines the role of the Fundo Penitenciário Nacional as a potential mechanism for linking operational savings to reinvestment cycles. Empirical evidence from correctional facilities in the Brazilian state of Santa Catarina shows that incremental interventions, particularly rainwater harvesting systems, are typically initiated at facility level and generate measurable reductions in water consumption and associated operational costs. Findings indicate that sustainability transitions in correctional systems are typically incremental, decentralized, and strongly dependent on governance capacity. Whether these gains persist, degrade, or are discontinued depends on institutional conditions governing maintenance and budget execution at facility level.
