Correctional systems often bear the consequences of criminal justice decisions without having authority over the factors that drive prison populations. Consequently, prison overcrowding is frequently addressed through reactive measures such as pardons, emergency releases, or prison expansion rather than through analysis of the underlying causes of incarceration. This article examines the Malawi Prison Audit as a correctional change initiative that sought to improve prison population management through evidence, collaboration, and institutional learning.
Conducted in three prisons between June and September 2023, the audit involved interviews with more than 3,200 prisoners, representing approximately one-quarter of Malawi’s prison population. Rather than functioning solely as a research exercise, the audit was designed to generate actionable evidence, build shared ownership across justice institutions, and link findings directly to decision-making processes. In doing so, it enabled coordinated action to address prison overcrowding and excessive pre-trial detention.
The article explores why change was needed, how support was built, the role of evidence in shaping decisions, implementation challenges, practitioner perspectives, and factors contributing to success. It argues that the Prison Audit’s most significant achievement was creating a sustainable mechanism through which correctional institutions can actively contribute to criminal justice reform in low-resource settings.
