Article 1: An Innovative, Multiagency, State-Wide Correctional Healthcare Response to Minimise COVID-19 Associated Risks in New (ACJ12-A001)

Abstract

Delivering correctional healthcare services during the global COVID-19 pandemic is particularly challenging. Innovative systems and processes are required to deliver healthcare while minimising the risk of COVID-19 transmission to people in correctional settings. This paper describes the COVID-19 public health response implemented in 37 correctional centres and 6 juvenile detention centres in the state of New South Wales, Australia. This response effectively prevented COVID-19 transmission in NSW prisons and has proved to be sustainable and adaptable during a recent resurgence in COVID-19 cases in 2021. This may provide other correctional healthcare providers with insights applicable to their own settings.

Dr. James Blogg (MBBS, MPH, FAFPHM) is a public health physician working in infectious diseases in vulnerable populations. He is Clinical Director of Population Health, Justice Health & Forensic Mental Health Network and also works as a Senior Staff Specialist for Drug Health Services, Sydney Local Health District, NSW Health. Much of his career has been spent working in the developing world including closed settings.

Kylie Strong

Nurse Manager Clinical Quality and Compliance, Justice Health and Forensic Mental Health Network, Australia

Kylie Strong is the Nurse Manager Clinical Quality & Compliance in the Clinical Improvement Unit of the Justice Health and Forensic Mental Health Network. Kylie has a background in primary health and care of vulnerable populations. Her current role focuses on quality oversight, evidence based practice and improvement projects. These are achieved by working across multiple directorates within the Network to achieve positive change.

Colette McGrath

Service Director, Population Health, Justice Health and Forensic Mental Health Network, Australia

Colette McGrath is Service Director at Population Health in the Justice Health and Forensic Mental Health Network. She has worked in public health and the hospital and health care industry for more than 20 years. Colette is skilled leader in community health, program evaluation, strategic planning, public and population health, and people management. She is a registered nurse and has a Masters in health management focused on Health/Health Care Administration/Management from University of Newcastle. Collette has specific interests in blood borne viruses and harm minimisation, and is passionate about growing teams and individuals’ abilities.

Professor Elizabeth Sullivan

Research Lead, Custodial Health, Deputy Vice Chancellor, Research and Innovation (Acting), Justice Health and Forensic Mental Health Network, University of Newcastle, Australia

Professor Elizabeth Sullivan (MD, MBBS, MPH, MMed (Sexual Health), FAFPHM) is a public health physician and medical epidemiologist. Currently, Professor Sullivan is Research Lead in Custodial Health, Justice Health and Forensic Mental Health Network, and Deputy Vice Chancellor Research and Innovation (Acting), University of Newcastle. She has an extensive record of government appointments and research leadership and is a member of the Australasian Faculty of Public Health Medicine Council. Professor Sullivan leads a program of research on justice health investigating the criminalisation of poverty with a focus on mothering and the intergenerational transmission of incarceration. She has been awarded more than 21 million in research funding and has authored over 250 peer-reviewed publications/reports.

Dr Marc Remond

Research Coordinator, The University of Newcastle, Australia

Dr. Marc Remond (BSc (Hons), Llb (Hons), PhD) is a Research Coordinator in the College of Health, Medicine and Wellbeing at the University of Newcastle, Newcastle, Australia. He has a background in biology, law, and health research. Marc has been working in Aboriginal and Torres Strait Islander health research since 2005 with a focus on chronic disease including rheumatic heart disease, cardiovascular disease, diabetes, and bronchiectasis. Most recently, Marc’s work has focused on justice health research and investigating the epidemiology, management, and outcomes of rare and serious conditions in pregnancy (notably rheumatic heart disease, cardiac disease, and cancer).

Luke Grant

Deputy Commissioner, Corrective Services NSW, Australia

Luke Grant is Deputy Commissioner at Corrective Services NSW, Sydney, Australia. Luke originally joined Corrective Services NSW in the 1980’s and held a number of executive positions prior to his appointment as Assistant Commissioner Inmate Management in 2000. He has worked at the coalface in the areas of inmate classification, offender rehabilitation programs and services and inmate education. In his current role, Luke performs a 2IC function and is called on to act as Commissioner when the Commissioner is absent. This position is responsible for business analysis, workplace relations, media and communications, ministerial and executive support, the administration of sentences and orders. This position is also responsible for Aboriginal offender policy and women’s services and provides strategic advice to the Commissioner of Corrective Services NSW-wide business issues. Luke has been actively involved in research collaborations with Universities in offender behaviour and health and has an extensive publication history in peer review journals. Mr Grant holds a Master of Science Degree (Research) and had a background in the tertiary education sector prior to commencing with Corrective Services NSW.

Kevin Corcoran has worked for 25 years in various correctional jurisdictions around Australia as either a prison manager or an executive. Kevin is currently the Assistant Commissioner, Custodial Corrections in NSW.

Wendy Hoey

Executive Director, Clinical Operations, Justice Health and Forensic Mental Health Network, Australia

Wendy Hoey joined Justice Health and Forensic Mental Health Network as Executive Director of Clinical Operations in 2019. She is a Registered Nurse, has a Graduate Certificate in Management and is currently studying a Master of Business Admin and Public Health at Torrens University. Wendy has over 20 years’ experience in senior health management roles within the public sector. Prior appointments include Executive Director for Central Queensland Hospital and Health Service and Nursing Director for the Central Queensland Mental Health Service.
