Article 8: Correctional Officers, the Carceral Environment and Reentry: Perspectives from the U.S. and Scandinavia (ACJ15-A008)
Abstract
Reentry policy has long focused on programming to reduce recidivism among the formerly incarcerated. However, less attention has been given to prison environments in which these interventions are implemented. Globally, there is meaningful variation in the extent to which carceral environments are characterized by either punitiveness or humanity, with the United States and the Scandinavian nations, respectively, deemed as exemplars. In every system, correctional officers work on the “front lines” and can observe the complex interactions between punishment philosophies, the harsh realities of prison life, and how incarcerated people are prepared to return home. Drawing on the experiences of correctional officers in the United States, Sweden, and Norway, this study illuminates the perspectives of these often-overlooked stakeholders regarding penal philosophies, reintegration policy, and how the prison environment impacts policy and practice. Cross-contextual lessons for grounding reintegration in the carceral environment are similarly discussed.
