Article 3: Preparedness and Readiness of Europe’s Prisons for Digital Change (ACJ16-A003)

 
Abstract
This paper seeks to make practical recommendations on the implementation of digital technologies in prisons and prison administrations across Europe, primarily based on lessons learned from practitioners and the relevant literature. We briefly outline the information and communication technology (hereafter ICT) implementation challenges and benefits, as identified by respondents to a pan-European survey and the research conducted as part of the Erasmus+ DIGICOR project. We note how some of these issues were expanded upon by practitioners during project activities. Finally, we present recommendations for changes to policy, practice and legislation, addressed to six key stakeholders. The aim of these recommendations is to show what Europe needs to do to support the rehabilitation and reintegration of prisoners, by sharing lessons learned in European prison digitalisation, by raising awareness of emerging staff competencies and by promoting skills and systems which enable the continued introduction and effective use of technologies.
