Brent Gibson is the Principal of Avocet. He is a board-certified physician executive with decades of experience in optimizing health care delivery for government-provided health services, and for both for-profit and not-for-profit businesses. He has served as a health services consultant for dozens of clients to include state departments of corrections, local detention operations, and private health systems. Dr. Gibson completed his AB with distinction in all subjects at Cornell University and earned a graduate degree in Public Health from the Uniformed Services University of Health Sciences and Walter Reed Army Medical Center.
Brent has spent over a decade providing clinical care and quality improvement for incarcerated and other challenging populations. He has served as a Clinical Director for the Federal Bureau of Prisons, a Certified Association Executive for the National Commission on Correctional Health Care, and as the Chief Population Health Officer for a large publicly traded, private correctional services corporation. He is also a Certified Correctional Health Professional. Dr. Gibson founded Avocet, a Chicago-based firm that provides direct and independent expert technical relationships with clients and partners nationwide. While based in Chicago, Avocet serves clients nationwide.

Mr. Brian Koehn

Brian Koehn is a distinguished correctional leader in the United States, known for his extensive experience and versatility in addressing complex challenges in prison, detention, and medical management. Over a career spanning more than three decades, he has held key executive roles, including Warden and Complex Warden of five correctional facilities, and Director of Security overseeing 65 prisons and jails. His leadership is marked by a commitment to innovation, enhancing the humanity, staff wellness, and rehabilitation of residents.

As the founder of Social Purpose Corrections (SPC), the world's first full-service nonprofit in the corrections sector, Brian drives cultural transformations that prioritize safety, wellness, and rehabilitation. Mr. Hubert Unger

Senior ICT Manager, Austrian Prison Service

Hubert Unger started back in 1988 as an IT supervisor in a prison in Graz. In 1999, he became member in the development team for the Austrian “OMS” the “IVV”. In 2000, he became the head of the Austrian IT Administration and the IT support centre. From 2010 until 2015, he was also responsible for the Austrian Electronic Monitoring program. From 2014 until now, he is a member of the EuroPris ICT Expert group. In 2015, he moved as an ICT Expert in to the Austrian Ministry of Justice, responsible for coordination and managing ICT and research projects.
