Pelicia Hall serves as the Executive Vice President and Chief Regulatory Officer of ViaPath Technologies. In this role, she is responsible for engagement with government entities and regulatory bodies at the local, state and federal levels while providing policy direction that advances the operation and mission of the company. Originally joining the company in 2020 as the Senior Vice President for Reentry, and on to Senior Vice President for Government Affairs in 2021, Hall provided direction for integrating and supporting evidence-based programming through technology for correctional systems. Hall also provided direction for all legislative, regulatory and policy goals and priorities by working with state, local and federal governments as well as key internal and external stakeholders to strategically advance the company’s legislative engagement and policy development, maintain regulatory and legal compliance, and provide direction/education to regulators surrounding correctional based communication services.

Prior to joining ViaPath Technologies, Hall served as the first female Commissioner of the Department of Corrections for the State of Mississippi, appointed by then Governor Phil Bryant in 2017. In that role, Hall worked to transform the state’s correctional system recognizing the importance of meaningful rehabilitation and reentry services. Hall served Mississippi in that role until January 2020.

Prior to being appointed as Commissioner, Hall also served the Department of Corrections as its Chief of Staff. Before the Mississippi Department of Corrections, Hall served in numerous legal positions in both the public and private sector with over 20 years of legal experience. Earlier positions included Chief Counsel for the MS Bureau of Narcotics where she managed all legal matters for the agency to include employment law and asset forfeiture litigation; Special Assistant Attorney General with the MS Attorney General’s Office representing state agencies to include the MS Dept. of Corrections; Associate Attorney at Page, Kruger & Holland, P.A. law firm where she practiced general civil defense law to include insurance defense litigation, contracts law, personal injury, worker’s compensation and defense of Title VII claims; and law clerk to Hinds County Circuit Judge Tomie Green. Hall received her Bachelor of Arts in Political Science/Pre-law from Alcorn State University and her Juris Doctor from Mississippi College School of Law and is a native of Shubuta, Mississippi in Wayne County. Pelicia is a proud mom to her fur baby Atticus.

Andie Moss

President and Founder, The Moss Group, Inc

Anadora (Andie) Moss, founder and President of The Moss Group, Inc., has more than 25 years history of work on sensitive correctional management issues. Andie is a hands-on practitioner and recognized expert in many areas including: addressing institutional culture, implementing gender responsive practices, organizational development, and increasing safety for staff and offenders. She is experienced in working with all levels of state, local and federal officials in management assessment, program development, and juvenile and adult operations within custodial and residential settings. Andie leads skilled teams in conducting onsite research, analysis, consultation, and training. She has been honored for her leadership on public safety and justice issues, including the National Institute of Corrections' Executive Director's Awards. Andie serves an as advisor to federal and state policymakers and is published in professional periodicals and textbooks. Additionally, Andie is the immediate past president of the Association of Women Executives in Corrections, has served as an expert to the National Prison Rape Review Panel, and to the national Prison Rape Elimination Commission. She is active in a number of professional organizations. Andie also served as the PREA Project Director for the National Institute of Corrections.
