Article 4: Using a Framework to Understand Factors Affecting Implementation of Two Change Initiatives in Prisons in England and Wales

This paper reflects on learning from the implementation of two new models of practice across thirteen prisons in England and Wales. It brings together findings from two evaluations: the first examines a single-component intervention, a structured supervision model for frontline prison officers implemented at one prison. The second explores a whole-system model designed to bring prison and probation staff together to support people in prison, implemented in 12 prisons. Using the Consolidated Framework for Implementation Research (CFIR; Damschroder et al., 2009; Damschroder et al., 2022), the paper identifies common barriers and enablers to implementation, examines how change unfolded in practice, and considers the factors associated with success and failure. The paper concludes by reflecting on the usefulness of the CFIR in the prison context and by setting out implications for the implementation of new interventions in prisons and for future research.
