Article 7: Project Vista - Small Changes, Big Impact: How Incremental, Evidence-Based Design Is Transforming Correctional Environments at Scale

Correctional systems worldwide face a persistent challenge: how to effect meaningful, lasting change within existing infrastructure and operational constraints. This paper presents a practice-based account of Project Vista, an environmental design initiative implemented across a portfolio of over 70 correctional and reentry facilities in the United States. Guided by four evidence-based design principles (normalization, biophilia, carceral geography, and trauma-informed design) the initiative moved through three deliberate phases: ideation through global research, incubation through targeted pilot projects, and scaling through integration into routine organizational processes. Over approximately two and a half years, the initiative expanded from a single classroom renovation to implementation across nearly half the portfolio, completing over 55 projects spanning more than 35 facilities. Impact analysis, conducted through pre- and post-implementation resident surveys, independent third-party interviews, and staff feedback consistently demonstrates measurable improvements in perceived calm, safety, dignity, and rehabilitation readiness. Rather than requiring new construction or large capital outlays, the model shows that small, intentional, and repeatable changes to existing environments can produce impactful results. This paper discusses the process of change itself, including how it was initiated, tested, embedded, and sustained, as well as offering lessons for practitioners seeking attainable, scalable approaches to improving correctional environments.
