Article 6: Probation in 2030-Pitfalls and Possibilities (ACJ11-A006)

Abstract

This paper presents a summary of the research, theory, and guidance pertaining to effective practice in probation. Important factors include the development of practice competencies to bring about change, and the promotion of strong, integrated relations with stakeholders and communities. A framework is proposed for the development of mature services, and factors supportive of international capacity building are identified. Pessimistic and optimistic scenarios are explored, with steps proposed to increase the likelihood of positive outcomes.

Stephen Pitts

Consultant, Ambassador, Confederation of European Probation

Stephen Pitts is a consultant in community-based justice. He began his career over 40 years ago as a probation officer in London. Senior management positions included partnership development, evidence-informed reintegration and, following a period as a European Commission advisor on probation development, leadership of the England and Wales prison and probation service’s international practice development and justice assistance programs. He now works with governments, international bodies, NGOs and others, including in Europe, Africa and Asia, delivering capacity building and community-based justice reform. He pursues a strong interest in the relationships between social and criminal justice and international development. He is an Ambassador to the Confederation of European Probation.

Leo Tigges

Consultant, Researcher, UK Correctional Services Accreditation and Advice Panel

Leo Tigges has had a long career in the field of justice. He worked as a researcher, director and program manager in a range of positions (at central and decentralized levels) at the Dutch Ministry of Justice: probation, prisons, and child protection. His more recent positions were operational director of the Dutch Probation Service, and Secretary General of CEP (the European Confederation of Probation). His last post as a civil servant was liaison officer of the Dutch Ministry of Justice to the Dutch Caribbean islands. He now works independently as a consultant in community-based justice, including capacity building in Montenegro, Serbia, Ukraine, Kazakhstan, Azerbaijan, Armenia, as a member of the UK Correctional Services Accreditation and Advice Panel, and as a researcher in the field of probation.
