Article 5: The Value of student volunteers with the Correctional Service of Canada (CSC) (ACJ13-A005)

Abstract

The Correctional Service of Canada (CSC) benefits from the contributions of over 4,000 volunteers who work with offenders in institutions and the community in support of their rehabilitation and reintegration. Volunteer contributions are diverse, from self-help groups to supporting recreational and spiritual activities to providing accompaniments in the community. Since 2015, CSC has discovered the value of collaborating with a university club of approximately twenty-five (25) post-secondary students. This paper will discuss the importance of expanding the best practices of the Queen’s Correctional Services Volunteers (QCSV) across Canada, and the operational considerations to achieve this, as an area of growth for CSC’s volunteer program.

Project Officer, Correctional Service Canada, Canada

Alicia T. Mora was the former Program Coordinator and President of the Queen’s Correctional Services Volunteers (QCSV) at Queen’s University between 2016 and 2021, where she created and ran programming for offenders with CSC’s Greater Ontario and Nunavut District. She was the recipient of CSC’s national volunteer award, the Taylor Award, in 2018, and currently works as a Project Officer at CSC while completing a Master’s in Criminology and Socio-legal Studies at the University of Toronto.

Tina Evans

Community Volunteer Coordinator, Correctional Service Canada, Canada

Tina Evans began her career in CSC in 1997, with her degree in Criminology from Carleton University. Over her 24-year career, she has been a Parole Officer and a Correctional Program Facilitator, mostly in maximum and medium security federal institutions in the Kingston, Ontario area. In 2016, Tina relocated to the position of Community Volunteer Coordinator in the Ontario Region where she currently manages over 100 community volunteers for the Greater Ontario and Nunavut District.

Katherine L. Cole

Director of Citizen Engagement, Correctional Service Canada, Canada

Katherine L. Cole joined CSC in January 2019 as the Director of Citizen Engagement. In her role, she has the privilege of providing national direction for CSC’s volunteer program. She has an undergraduate degree in History and French and an M.A. in Indigenous Studies from the School of Canadian Studies at Carleton University. Prior to joining the federal public service, she spent many years providing research services for the federal government related to Residential Schools.
