Abstract
The Offender Management in Custody (OMiC) model was implemented in England and Wales from April 2018. The OMiC initiative aimed to improve resettlement through a handover model of prison and community services. Inspections of OMiC in prison and the community found it was not working in either setting (HMIPP 2022, 2023). The second inspection followed the prisoners after their release into the community. Key concepts such as operational disconnect, optimism bias, and u nderresourcing, are useful for understanding the failure of OMiC and how the initiative contributed to poor outcomes for people leaving custody. The article ends with some principles for the better design of policy for resettlement services.
