Article 9: Curating Productive Waves of Change – The New South Wales Tablet Program and Beyond (ACJ16-A009)
Abstract
This paper considers the establishment experience, and ambitions of Corrective Services New South Wales (CSNSW) Offender Tablet and technology program. It explores this with respect to the specific ambition of the Transforming Rehabilitation Through Digital Technology program. A desistance framework is used to conceptualise how technology may support and contribute to transforming rehabilitation. We consider how digital technology has and could create change and achieve benefits for the organisation, its staff, the incarcerated and the NSW community. Characterised as early adopters of digital technology at this scale, the differentiating features of the CSNSW tablet program are described to situate the discussion. Drawing on organisational management frameworks, the program is presented and examined as three waves of change, each with its own change curve, resistance, and objectives. Through examining change and change processes we reflect on some of the challenges and successes of employing digital technology with the goal of transforming rehabilitation in the correctional context.
