Article 10: Incarceration Reimagined: Technology Integration in NC Prisons (ACJ16-A010)

Abstract

The North Carolina Department of Adult Correction (NCDAC) accepted the challenge to effectively utilize technology in incarcerated settings to improve correctional practice. NCDAC implemented three approaches to providing technology in its 54 institutions for the purposes of digital literacy, reentry preparation, education, rehabilitation, and treatment. These initiatives include: (1) a safe,secure internet system for students, (2) partnerships with local educational institutions, and (3) arehabilitative programming platform called HOPE University. Challenges and lessons learned created priorities of transparency in data collection, maintenance of subject matter expert content review, and ongoing staff training opportunities.

Brooke Wheeler

Superintendent for Education Services, NC Department of Adult Correction, United States

Dr. Brooke Wheeler is the Superintendent for Education Services with the NC Department of Adult Correction. Dr. Wheeler received her bachelor’s degree in Education from UNC-Chapel Hill and her master’s degree in School Administration from NCSU. She went on to earn her Education Specialist and Doctoral degrees in Education Leadership through Liberty University. She has served as a teacher and school administrator in public elementary, middle, and high schools, as well as in Juvenile Justice and at two adult prisons (one male and one female). In 2009, she was honored as the Franklin County Schools Principal of the Year. She has also been a consultant for the NC Department of Public Safety to develop an online module that teaches School Resource Officers and Principals how to maximize school safety. She is passionate about her work and helping others achieve educational goals for maximum success.

Charles Mautz

Director of Rehabilitation Services, NC Department of Adult Correction, United States

Charles Mautz is the Director of Rehabilitation Services with the NC Department of Adult Correction. Mr. Mautz received his Bachelor’s degree in Psychology from the University of North Carolina at Chapel Hill. He went on to earn a Master’s degree in Clinical Health Psychology from Appalachian State University and later a Masters in Business Administration, concentrating in Business Analytics, from the University of North Carolina at Wilmington. Charles has worked in corrections as a direct practice psychologist, and both a unit supervisor and statewide services manager for behavioral health programming. He has since served as the Administrator of the Innovation Institute in North Carolina prisons and in a Research, Policy and Planning capacity for the North Carolina Administrative Office of the Courts. Charles was named Director of Rehabilitation Services in the spring of 2023 and is a supporter of innovation, creativity, and the pursuit of evidence-informed practices in the administration of corrections and justice overall.
