Article 10: Creating A One-Stop Career Center That Collaborates With Community Corrections And Welcomes Justice-Involved Individuals (ACJ7-A010)

Abstract

In January 2017, the NewStart Reentry Resource Center opened within SE Works, Inc., a community based non profit organization that houses a US Department of Labor One-Stop Career Center in Portland, Oregon. NewStart is funded by Multnomah County Department of Community Justice (DCJ); services are available to any county resident within two years of release from county jail or state prison. NewStart grows out of a collaboration between SE Works and DCJ spanning more than 12 years. Authors discuss the role of grants, partners, staffing, differentiated services, and careful data monitoring as critical in sustaining this innovative program.

Cynthia Stadel, Ed.D., worked 14 years for Multnomah County Department of Community Justice, developing and managing a learning center for adults on probation and parole and supervising parole/ probation units. Since retiring in 2006, she has worked as a consultant to nonprofits, writing grants and helping develop and coordinate reentry efforts.

Holly Whittleton

Executive Director, SE Works

Holly Whittleton has been executive director of SE Works, a community-based nonprofit, since 2009. She has an extensive, 43-year history in nonprofit work, advocating for policy and institutional change for those marginalized in society due to income, race and class. For the past 11 years Holly has focused on opening doors and breaking down barriers that affect choice and opportunity for justice-involved individuals.

Liv E. Jenssen

Program Manager, Multnomah County Department of Community Justice, United States

Liv E. Jenssen, MS, has worked for the Multnomah County Department of Community Justice for the past 20 years, 18 years working specifically in Transition Services. As the unit’s program manager, she is working to incorporate Social Determinants of Health as the primary guide for all clients as they transition from jail and prison. Her guiding principal is that change is possible, and everyone deserves a second chance.
