Article 12: 7 Habits Of Effective Captains Of Lives-Transforming The Correctional Staff Of Singapore Prison Service (ACJ8-A012)

Abstract

In 2017, the Singapore Prison Service (SPS) implemented an enhanced set of correctional practices also known as 7 Habits of Effective Captains of Lives (COLs) for all correctional staff. This article discusses the impetus for the transformation of correctional staff, and describes how the 7 Habits of Effective COLs was conceptualised and implemented. Through this article, we aim to highlight the importance of designing and implementing evidence-informed correctional practices which are relevant and useful to the operational contexts of correctional staff in order for them to be more effective in enforcing secure custody and facilitating the rehabilitation of offenders.

Ms. Ng Kailin was a team member of the workgroup which conceptualized and implemented the 7 Habits of Effective COLs. She is currently the Superintendent of a female institution in Singapore Prison Service.

Ms. Alicia Tan was a team member of the workgroup which conceptualized and implemented the 7 Habits of Effective COLs. She is currently a staff officer in the Ministry of Home Affairs Headquarters.

Wayne Ferroa

Lead Psychologist, Senior Assistant Director, Operational Psychology Branch, Psychological Correctional & Rehabilitation Division, Singapore Prison Service, Singapore

Mr. Wayne Ferroa joined the workgroup after his return from post-graduate studies in 2015 and was involved in the later stages of the 7 Habits of Effective COLs implementation. He is a lead psychologist and currently holds the position of Senior Assistant Director, Operational Psychology Branch, Psychological Correctional & Rehabilitation Division, Singapore Prison Service.
