Article 1: Considered Adoption of Technology in Corrections (ACJ16-A001)
Abstract
Technology adoption in corrections, like technology adoption in all other fields and domains, can generate unforeseen consequences and be affected by externalities1 that were not present when initial decisions were made — exposing adopters to uncomfortable levels of risk. This paper takes an approach that evaluates the situation based on historical information and makes reasonable forecasts of potential outcomes. How and why these outcomes might occur i s described in detail, utilizing thought experiments and the insights they provide.
