Article 1: A Reflection on the Bangkok Rules and Gender-Responsive Correctional Interventions in the United States (ACJ18-A001)
Abstract
While adoption of the Bangkok Rules in 2010 is considered a major milestone in securing human rights afforded to justice-involved women, strategies to educate stakeholders and implement the Rules are limited. Yet, the groundswell of research evidence supporting the use of gender-responsive correctional policies, operational practices, and behavioral interventions for women can assist in this effort. The gender-responsive strategies that have unfolded in the United States (U.S.). are strongly aligned with the Bangkok Rules and provide important actionable methods for agencies to move toward achieving compliance. A few of these methods are highlighted, along with a discussion of how gender-responsive probation supervision might help adhere to the non-custodial provisions, which appear to be overlooked. Additional efforts are urgently needed to improve gender-responsive strategies beyond the gender binary and on behalf of LGBTQ populations, areas not addressed in the Bangkok Rules. Finally, experience tells us that implementing gender-responsive innovations requires careful attention to the ways in which gender-based violence, trauma, sexism, and racism not only affect justice-involved women, but may also affect staff organizationally.
